If a bidder is in doubt as to the true meaning of any part of the Bid Documents, he may submit a written request for an interpretation to NIA not later than the following day after the pre-bidding conference to give NIA sufficient time for a reply to reach him before submission of his bid. Any substantive interpretation given will be issued by NIA in the form of a Supplemental Notice, furnishing copies thereof to all prospective bidders.
NIA may issue to all prospective bidders
Supplemental Notices at least seven (7) calendar days prior to the date
of opening of bids for clarification purposes or modification of the Bid
Documents. Receipt of all Supplemental Notices shall be duly acknowledged
by the bidder prior to submittal of bids and receipt thereof and compliance
therewith shall be indicated by filling in the pertinent spaces provided
under Article B-3, Supplemental Notices, of the Bid Form. Oral interpretation
of the Bid Documents shall not be binding.
